Summary0000123: Find user does not show unverified users
DescriptionWhen I search for the email address of an unverified user in the System administration, then I do not get any results.
When I enter the same email address in the "Assure someone" system, then I see the account, and see it as unverified.
The system administration system should always show the people, also the unverified ones.

The actual view of a user in the SE admin console shows the number of points and if needed the given and granted assurances can be displayed.
