Summary0000220: "Find an Assurer" and "My Location" too bare-bone without Javascript
DescriptionThe pages "Find an assurer" and "My Location" are nearly unusable without Javascript, especially if the location is mangled in the database (for my location I have to enter "Tubingen, Baden-Württemberg, Germany" instead of "Tübingen, Baden-Württemberg, Germany" or "Tuebingen, Baden-Wuerttemberg, Germany").

It's OK if it doesn't do autocompletion and all that advanced stuff, but it should still be usable like the old system (country list -> subdivision list -> city list).

This is also very slow - it takes up to 20 seconds to return the list. Will investigate what can be optimized and will discuss in telco what options we have.

As a first step, we need a geocoder which transforms user input into coordinates. Google's client geocoder is suitable for that and I personally don't have privacy concerns.

It must be made sure that the user can find their location easily. I personally believe that we shouldn't support non-JS users because it would add *way* too much overhead for us to support them - if somebody really has turned off JS in his/her browser, not even the CACert menubar would work.
