assurer tries to do an assurance over locked user account
that passes

User account locking is mostly an administrative interaction to freeze
the account state, so assurances over this account should be blocked
Steps To Reproduceuser account A: account locked
Assurer account B: assure someone
      using primary email address of user account A
      pass a F2F assurance over user account A
