Summary0000044: Promoting users to become assured
Description * When the user logged in, present him a personal message, what he should do:
   * If he has <50 points: "Hello. You are not assured yet. Please find an assurer to assure you by clicking here <LINK>, or use our TTP <LINK> system.
   * If the user is an assurer, and hasn´t set his personal location yet: Hello! You haven´t set your location yet, if you want to do it now, please click here, so that people who want to be assured can find and contact you. If you don´t want to set your location because you don´t want to disclose that information to us, please click here.
