Description	While using an "ä" in the COAP-HTML-Form (http://wiki.cacert.org/CoapHTML?highlight=%28COAP%29) this is displayed in the new created pdf-file as "Ã¤"

INOPIAE 2011-01-26 14:33 updater ~0001847	I found out, that if I turn the codepage to Windows Westeren Europe the special characters work, if the codepage is UTF-8 is does not show the special Characters.
